The CEIU Ontario Human Rights/Race Relations (HR/RR)and the Equity Committees are pleased to announce that the 2022 CEIU Ontario HR/RR Conference will be held from July 14 to 17th, 2022 at the Delta Hotel located at 3670 Hurontario St., Mississauga, ON. under the theme Inclusion and Belonging!
The 2022 CEIU Ontario HR/RR Conference will serve two main purposes: to bring equity members together to develop strategies to improve human rights and equity; and, to work collaboratively to ensure
COMPOSITION OF THE ONTARIO STANDING HR/RR COMMITTEE
The Ontario Region’s Standing Equity Committeesestablished within the Canada Employment and Immigration Union (CEIU) is comprised of four (4) Equity groups: First Nations, Métis and Inuit Committee; Differently Abled Committee; LGBTQ2+ Committee and Racialized Action Committee.
DELEGATES: To be eligible to apply as a delegate to the 2022 CEIU Ontario HR/RR Conference, one must be a CEIU member in good standing who has already self-identified with CEIU, or who completes the CEIU self-identification form. If you are unsure of having completed a CEIU self-id form in the past, it would be prudent to complete a new one to send in with your completed application form.
CEIU Ontario Region will cover all delegates’ expenses to attend the 2022 CEIU National HR/RR Conference. All CEIU events are scent free and all participants must be vaccinated in order to attend the events.
Anyone who wishes to be considered as a delegate, observer, or guest at the 2022 CEIU National HR/RR Conference must complete the application form and self-id form (if one has not been submitted previously) which form part of this Conference Callout and send it by the deadline of 4:00 p.m. (Toronto time) on June 29th, 2022, in order to be considered.
OBSERVERS – GUESTS: Any CEIU member in good standing who has self-identified with CEIU by completing the self-identification form may attend the 2022 CEIU Ontario HR/RR Conference as an observer. However, only the accredited delegates will have the right to debate issues and to vote during the Conference.
A CEIU member in good standing who has self-identified with CEIU and who wishes to attend the 2022 CEIU Ontario HR/RR Conference as an observer must complete the attached registration form and self-id form, if one has not yet been submitted to the CEIU National Office.
Observers who wish to attend the conference are responsible for all costs associated with their participation as CEIU assumes no responsibility for expenses incurred by observers.
An observer might want to check with their Local and/or Ontario Regional Council (ORC) to see if one or both would cover some, if not all of their observer costs to attend the 2022 Ontario Region HR/RR Conference.
Guests may also attend the Conference by filling out the application form.
Ontario Regional Council: Members of the Ontario Regional Council are invited to attend as a resource person/trainer and their expenses must be claimed to their respective district, departmental or representative budgets.
Leave Letters: Leave authorization letters will be sent to you post receipt of your registration approval. If you are a shift-worker or on approved AWA schedule, please specify the number of hours you are supposed to work on July 14 and 15, 2022 (except overtime). If you do not specify, a standard leave letter for 7.5 hours will be issued.
Duty to Accommodate Requirements: In order to meet your accommodation needs, you are required to provide the necessary details on the HRRR registration form. Your information will be held in strict confidence and reviewed by The Accomodations NVP, Phil Mattheson or Ann-Marie Kuarsingh.

Next week will mark National Public Service Week. Typically, the employer will schedule us away from work for a couple of hours so we can know the true level of their appreciation – if we’re lucky, they may even allocate $5 to some activity which we’ll never see or be allowed to participate in.
Tell us, do you feel appreciated? Do you feel appreciated after Service Canada Ontario has systematically removed AWA? Do you feel appreciated that essentially all health and safety measures were removed months ago in SCC’s while the omicron variant was running rampant? Do you feel appreciated when our colleagues were placed on administrative leave while they posed zero danger in the office? Do you think a less than 1.7% annual increase is respectful given that inflation is nearly 4 times that rate?
If you’ve answered no to any of these questions, join us while we boycott next week’s activities. We need to send a strong and resounding message to our employer that until they respect us as workers, respect our collective agreement and table a respectful annual increase at the bargaining table, we will not be participating. After all, you can’t put thanks in the bank.

En général, l’employeur nous accorde quelques heures d’absence du travail afin que nous puissions connaître le véritable niveau de son appréciation – si nous avons de la chance, il peut même allouer 5 $ à une activité que nous ne verrons jamais ou à laquelle nous ne pourrons pas participer.
Dites-nous, vous sentez-vous apprécié ? Vous sentez-vous appréciés après que Service Canada Ontario ait systématiquement supprimé l’RHT? Vous sentez-vous appréciés que toutes les mesures de santé et de sécurité aient été supprimées il y a plusieurs mois dans les CSC alors que la variante omicron sévissait ? Avez-vous apprécié que nos collègues aient été mis en congé administratif alors qu’ils ne présentaient aucun danger au bureau ? Pensez-vous qu’une augmentation annuelle inférieure à 1,7 % est respectueuse étant donné que l’inflation est près de 4 fois supérieure à ce taux ?
Si vous avez répondu non à l’une de ces questions, rejoignez-nous pour boycotter les activités de la semaine prochaine. Nous devons envoyer un message fort et retentissant à notre employeur : tant qu’il ne nous respectera pas en tant que travailleurs, qu’il ne respectera pas notre convention collective et qu’il ne déposera pas une augmentation annuelle respectueuse à la table de négociation, nous ne participerons pas. Après tout, les merci ne payent pas le loyer.

The CEIU Ontario Front End/Outreach Committee is excited to launch our first Mobilization drive for Front-ends.
As conveyed at our May 18, 2022 province-wide virtual meeting, through this mobilization drive we are going to raise our collective voice regarding our concerns (safety, equity, wellness and others), show solidarity as a united front and build a network of support for the crucial work we do in service of this great country.
As part of this movement, we are providing a golf shirt to all front-end members and we would appreciate a commitment from each of you to wear it on the designated dates that will be shared after distribution is complete. The costs of the shirts are covered by the CEIU Ontario Region.

699 leave: Treasury Board fails to implement arbitration ruling

Since the Federal Public Sector Labour Relations and Employment Board ruled in favour of public service workersregarding the use of the 699 leave last March, Treasury Board has failed to implement the decision.
The decision stipulates that the employer can’t force workers to exhaust all other leave options before considering requests for 699 leave for COVID-19 related reasons. This decision meant that PSAC members who filed individual grievances related to 699 leave would be able request the leave be reimbursed to their leave banks.
This was a relief for many workers who were forced to use sick leave, family-related leave, or vacation leave. Yet it still appears that some departments continue to direct members to use other leave options before approving 699 leave, which is completely unacceptable.
The failure to implement the decision is causing significant confusion for members. More importantly, it is in direct violation of the collective agreement’s leave clauses.
Since the decision was issued in March, Treasury Board has never consulted PSAC to draft directives or guidelines to implement the decision — despite our many requests to initiate the process.
PSAC has once again reached out to the employer asking them to take immediate, meaningful action to change its practice, reimburse affected members, and engage with the union. If Treasury Board refuses to comply in a timely manner, PSAC will return the issue to the arbitration board and demand that Treasury Board comply with the decision.
