Following PSAC’s announcement (Treasury Board Strike Vote Session Registration Credentials) today, CEIU wanted to ensure that our members had the following information around strike training, strike action, as well as strike pay.

What was announced today?

It’s important to know that we are not yet at strike action. What was announced today is a strike vote. This means that the membership, all of you, will be able to vote on taking strike action in the coming months. This vote is crucially important and demonstrates to the employer, Treasury Board, that we are ready to fight for what we deserve. At CEIU, during a recent town hall, our National President and National Executive Vice-President encouraged CEIU members to give PSAC a strong strike mandate and to vote yes to strike action!

We have been receiving many questions about strike action in the past weeks, and while we love hearing from you, we also recognize that everyone is looking for information and the PSAC has put together an online strike course that answers most of your questions! Register here.

How much is strike pay? I’m already struggling. 

We want to be clear – no CEIU member will be left behind.

Let’s break down the strike pay that our membership will be receiving should we end up on a picket line.

PSAC pays 75$ per day for each member who takes part in strike action. Your National Executive wanted to ensure that they were also supporting members and adopted a motion that tops up that 75$ from the PSAC with 50$ from CEIU. You can read about it here.

In total, for each day that you take part in strike action you will collect 125$ of strike funds.

We also encourage our members to consult their local executive, because some locals have strike fund as well.

Who do I contact for more information around strike?

Seeing as the entity responsible for bargaining is the PSAC, they are best placed to be able to answer your specific questions. The best course of action if you have outstanding questions if to contact your PSAC Regional Office. You can find the contact information for your PSAC Regional Office here

Qu’est-ce qui a été annoncé aujourd’hui?

Il est important de savoir que nous n’en sommes pas encore à la grève. Ce qui a été annoncé aujourd’hui est un vote de grève. Cela signifie que les membres, chacun d’entre vous, pourront voter sur le déclenchement d’une action de grève dans les mois à venir. Ce vote est d’une importance cruciale et démontre à l’employeur, le Conseil du Trésor, que nous sommes prêts à nous battre pour ce que nous méritons. Au SEIC, lors d’une récente assemblée publique, notre président national et notre vice-présidente exécutive nationale ont encouragé les membres du SEIC à donner à l’AFPC un mandat de grève solide et à voter en faveur de la grève!

Inscrivez-vous pour participer au vote de grève.  Une fois que vous avez assisté à une séance d’information, vous avez toute la période de vote pour soumettre votre vote!

À combien s’élèvent les indemnités de grève? Je me bats déjà pour y arriver!

Nous voulons être clairs: aucun membre du SEIC ne sera laissé pour compte.

Examinons les indemnités de grève que nos membres recevront si nous nous retrouvons sur une ligne de piquetage.

L’AFPC verse 75 $ par jour pour chaque membre qui prend part à une action de grève. Votre Conseil exécutif national a voulu s’assurer qu’il soutenait également les membres et a adopté une motion qui complète ces 75 $ de l’AFPC par 50 $ du SEIC. Vous pouvez lire sur cette motion ici.

Au total, pour chaque jour où vous participez à une action de grève, vous recueillerez 125$ du fonds de grève.

Nous encourageons également nos membres à consulter leur exécutif local, car certaines sections locales ont également un fonds de grève.

L’AFPC étant l’entité responsable des négociations, elle est la mieux placée pour répondre à vos questions spécifiques. Treasury Board needs to return to the table with a better mandate

January 21, 2023

Recent public communications from Treasury Board have implied an imminent return to the bargaining table. While there have been some exploratory conversations with the employer and representatives of the Federal Public Sector Labour Relations and Employment Board (FPSLREB) about logistics in the event of a possible return to the bargaining table, there is no confirmed agreement to do so. PSAC agrees that in the event of a return to the bargaining table, a third-party mediator would be advisable. 

We’re always ready to bargain, but the employer needs to commit to return to the table with a better mandate that will address our key issues, including fair wages, work-life balance, secure jobs, and more inclusive workplaces. They haven’t done that. 

There’s no doubt the best way to reach a fair contract is at the table. But it’s becoming clearer every day — reaching a fair agreement with this government is going to take a strong strike mandate from our members. Workers can’t wait.

PSAC members in the EB, PA, SV and TC groups are invited to attend national townhall meetings to get the latest updates about bargaining with Treasury Board as we work to secure a fair contract for 165,000 federal public service workers.  

Throughout this round of bargaining and at Public Interest Commission (PIC) hearings that wrapped up before the holidays, we’ve seen how the federal government has refused to address any of our key issues at the table, including fair wages, better work-life balance, addressing racism and discrimination and protecting good, secure jobs.   

What to expect at the townhalls? 

You will hear from members, researchers, and negotiators from your national bargaining team about the latest bargaining updates and how we’re escalating our actions across the country to reach a fair deal. You will have an opportunity to ask questions and share your concerns.  

This is your chance to learn how your bargaining team is fighting for a fair contract, and how you can support them. 

All townhalls will have simultaneous English and French interpretation.

Federal government files complaint to deny workers fair contract

The federal government’s move to file a bad faith bargaining complaintagainst PSAC is just another stalling tactic to deny workers a fair contract.  

More than 165,000 federal public service workers have been in ongoing negotiations with the government for more than 18 months and we’ve seen the government isn’t prepared to step up for our members when they need it most.  

Throughout bargaining, the conciliation process and Public Interest Commission hearings, the government has made their position clear. They expect workers to take a real pay cut by accepting a wage offer far below inflation. They refuse to negotiate remote work and better work-life balance at the table. They have also rejected our calls for mandatory anti-oppression training for all workers and managers.  

Rather than filing frivolous complaints to delay the process, the government should focus on coming back to the table with a reasonable mandate to reach an agreement.  More delays to the bargaining process means members will continue to fall further behind. All workers are asking for is fair wages in the face of soaring inflation and better working conditions.  

There’s no doubt the best way to reach a fair contract is at the negotiating table – but it’s becoming clearer every day: the way to reach an agreement with this government that supports workers is a strong strike mandate from our members.  

That’s why we’ve already announced strike votes for our 35,000 Canada Revenue Agency workers, and why we’re moving towards potential job action for federal public service workers at Treasury Board, who make up another 120,000 of our members.  

Our members deliver the critical services Canadians rely on. While the government stalls on making things right, we all pay the price. Our bills can’t wait. Inclusive workplaces can’t wait. Good, secure jobs can’t wait. Workers can’t wait.

PSAC files Labour Board complaint over flawed hybrid work plan

The federal government’s blanket hybrid work plan tramples on workers’ collective bargaining rights and forces a flawed one-size-fits-all approach on a diverse and evolving public service.  

PSAC has filing a statutory freeze complaint against Treasury Board and agencies for unilaterally imposing changes to our members’ working conditions while we’re in negotiations for 165,000 federal public service workers. Making changes to working conditions while those very same issues are at the bargaining table is against the law. 

In the coming weeks, we’ll also provide guidelines to support members and PSAC components in filing grievances against the government once the policy comes into effect January 16. 

You can take action today by sending a clear message to decision-makers that we won’t settle for anything less than a contract that enshrines a fair process for remote work in our collective agreement and provides wages that keep up with the cost of living.

More than 80% of PSAC members surveyed oppose the government’s hybrid work plan and are prepared to take action – including taking strike action – to fight for better work-life balance, fair wages, protections against harassment and discrimination in the workplace and other top bargaining priorities.

Strike votes next step for a fair contract 

We’ve seen nothing but disrespect from this government at the bargaining table, and Treasury Board’s senseless hybrid work policy adds insult to injury. It’s becoming clear holding strike votes to secure a strike mandate from PSAC members is the only way we’ll make real gains at the bargaining table. PSAC will be in touch with members in the new year to communicate next steps as we continue to escalate our pressure on the government.

PSAC Ontario Convention – Call out for Nominations and Reminder for Delegate Names

The PSAC Ontario 9th Triennial Convention will be held in person from June 9 to 11, 2023 at the Hilton Toronto/Markham Suites Conference Centre & Spa (https://ontario.psac.com/psac-ontario-9th-triennial-convention/).  The theme for the Convention is: “Unite, Rebuild and Empower”. 

Important Dates:

  • Deadline for Delegate Names:                            January 20, 2023
  • Delegate Registration Deadline:                         February 24th, 2023
  • Resolutions Deadline:                                         February 24th, 2023                   
  • Observer and Guests Hotel Booking Deadline:   April 28th, 2023

Nominations:

Nominations for the positions on the PSAC Ontario Regional Council will be accepted virtually using the online form from January 16, 2023 to April 7, 2023. The forms will go live as of January 16, 2023 at 9 AM using the links below:

The timing of receiving a candidate’s nomination will be as of the time all the forms have been received (that of the candidate, nominator and seconder).

Any PSAC member in good standing may be nominated for a position, subject to any qualifying requirements in the Regional By-Laws (including geographic, equity) regarding each position. Nominators and seconders must also be members in good standing and must be a delegate to the Ontario Regional Convention.
